Workshop Description:


Introduction to Extended Producer Responsibility (EPR)

  • What is EPR and how does it work?
  • Which states have already passed legislation, and which are most likely to follow?
  • What are the chances EPR will go Federal, covering all the states
  • What recyclable materials are ‘covered’ by EPR legislation?
  • Who is the Producer/Responsible party and what businesses and governments are exempt?
  • Implications for the recycling industry: Mills, MRFs, Brokers, and Processors


Recovery Rates for Fiber Now and Implications for Future

  • An important piece of EPR legislation is increasing packaging recovery rates
  • The goals for rate rates of different fiber materials will be discussed
  • Typical recovery rates for different types of fiber-based packages will be reviewed
  • Strategies for increasing recovery will be discussed


Responsible End Markets (REM)

  • End-markets are companies that produce paper or paperboard products, or pulp, and buy from recyclers. Under EPR, MRFs shipping to end-markets in EPR states will be required to sell only to end-markets that have been certified as “responsible” by the EPR program. 
  • What is involved in being a “responsible end-market”?
  • What are the laws and legislation that sellers of recovered material must follow?
  • What is "chain of custody" and how does that impact MRFs?
  • How will MRFs determine whether their end markets “operate in an environmentally sound and sustainable manner”?
  • When do these EPR requirements begin (state by state)

Dr. Susan Cornish

Dr. Susan Cornish, Ph.D., Principal Consultant, Insight + Action 

Bio:

Susan Cornish is Principal Consultant at Insight + Action where she helps clients identify issues and develop research questions. Susan leads client engagements and manages all aspects of projects from research design and data collection, through analysis, reporting, and other deliverables.


Susan has in-depth knowledge of packaging sustainability and the recycling industry, plus expertise in all aspects of product and packaging innovation research. She has worked with global clients in many sectors including packaging, consumer packaged goods, hospitality and foodservice, waste management/recycling and recycling non-profits.


Prior to Insight + Action, Susan was a Vice President at several global Consumer Insights firms. Here she worked with brand owners in Marketing, contributing to product and packaging development decisions. Susan led research teams, developed better reporting methods, and worked with clients and IT to create client portals and automated reporting.


Susan holds an Honors BA, 1st Class, from Simon Fraser University where she majored in Geography and Economics. She has an MSc and PhD from the University of Toronto where her dissertation research focused on product innovation.

Bill Moore

Bill Moore, President, Moore & Associates 

Bio:

Bill Moore is an accomplished senior executive and environmental expert with more than 40 years of experience across the chemical, solid waste management, recycling, paper, packaging, and related manufacturing sectors.


Leveraging extensive experience as an environmental business professional and pioneer in the paper recycling industry, Bill provides valuable insight for companies in need of guidance on strategy due to changes in commodity pricing, markets, and technology; facing environmental issues; or interested in sustainable business practices. His areas of expertise include leadership, start-ups, generating growth, sales and marketing, market analysis, market trends, price forecasting, operations, regulatory affairs, global business, and environmental issues. Bill graduated from the Stevens Institute of Technology in NJ in Chemical Engineering.

Dan Gee

Dan Gee, Senior Associate, Moore & Associates

Bio:

Dan Gee has been working in the paper recycling industry since 1994.  His experience includes working for the Weyerhaeuser Company (20 years), International Paper (8 years), and as a self-employed recovered paper consultant since the beginning of 2017.  During the past eight years as Moore & Associate’s senior associate he has completed over 60 projects working with Bill Moore.  Dan Gee has a diverse geographic knowledge of the U.S. paper and recycling industry having lived in Charlotte, NC, Seattle, WA, and currently in the San Francisco, CA bay area.  Throughout his career he has toured over 100 paper mills throughout the U.S., China, Canada, and Mexico.  Moore & Associates continually works with many of the players in the recovered paper business, including the mills that are market buyers, integrated mills with recycling divisions, independent producers/brokers, and solid waste management company recycling operations.  


In the past year, Dan has lead an EPR project for Moore & Associate’s client, Circular Action Alliance, evaluating responsible end markets (REM) pertaining to Oregon, California, and Colorado legislation.
